At the recent State of the Nation Address (SONA 2016), President Jacob Zuma reminded the nation that he spoke this time last year of a Bill that would place a ceiling on land ownership at 12 000 hectares. Existing mines and processing facilities in South Africa have scaled back operations, and many towns that used to have waiting lists of incoming mine employees and contractors clamouring for accommodation now have large numbers of empty rental units and declining rentals while the property markets of mining towns around the world have gone from boom to bust.
